SOP #761: PFD General Vehicle Usage

Purpose and Scope

To formalize a department policy outlining usage of Physical Facilities’ vehicles.

Policy

In 2020, President Crawford signed the Presidents’ Climate Leadership Commitment (PCLC), which committed Miami to achieve carbon neutrality and climate action.  Thus, we must significantly reduce and eliminate our use of fossil fuel usage for transportation purposes on the Oxford campus. Walking should be the first choice for travel on Miami’s campus for business purposes, such as meetings, where the transport of tools, supplies or other equipment is not required.  In lieu of walking, the Solar Powered Golf Car (or electric vehicles, when they become available) should be used.  Miami University also offers free bus service for all employees through BCRTA.  When tools or other equipment must be transported to fulfill a job responsibility, PFD-provided vehicles may be used for business purposes only.  During regular business hours (7:00 am to 4:00 pm), gas-powered pooled vehicles should only be used for off-campus travel or when tools/equipment that cannot be carried must be transported within campus.

Procedure

General Vehicle Rules:

  1. Never leave a parked vehicle idling.
  2. Vehicle keys are not to be taken home for any reason.
  3. If a key and/or FOB is lost and/or not returned, the PFD department of the employee(s) given the key/FOB will be charged $250 per incident.
  4. Absolutely no smoking is permitted in any PFD vehicle, at any time.  If smoking occurs in a vehicle, the PFD department of the employee(s) who used the vehicle will be charged $500.  In addition, appropriate disciplinary action will be pursued as part of the campus non-smoking policy.  Violations are considered major job-related offenses per Standard Operating Procedure #220:  Corrective Disciplinary Action Policies and Procedures.
  5. Vehicles must be secured at all times.  Violations are considered major job-related offenses per Standard Operating Procedure #220:  Corrective Disciplinary Action Policies and Procedures.  If damage occurs to a vehicle that has not been properly secured, the PFD department of the employee(s) who did not secure the vehicle will be charged for actual damages.  Examples of properly securing a vehicle include but are not limited to:
  • Return vehicle to the same assigned parking space at Cole Service Building
  • Lock vehicle when it is unoccupied and/or returned to Cole Service Building
  • All vehicle windows are rolled up when unoccupied
  • Vehicle keys are not left in the vehicle when unoccupied
  • For electric vehicles, vehicle is plugged in for charging
  1. Care should be taken to keep vehicles free of unnecessary soiling.  This includes, but is not limited to, wearing PFD-provided booties on shoes that are excessively soiled.
  2. Report any vehicle issues or vehicle damage to the Operations Center immediately.  Failure to report vehicle damage is considered a major job-related offense per Standard Operating Procedure 220:  Corrective Disciplinary Action Policies and Procedures.
  3. If a vehicle needs fuel, it is the responsibility of the driver who uses the vehicle to fuel the vehicle.  If a vehicle runs out of fuel, the PFD department of the employee(s) who used the vehicle will be charged $250 per incident.
  4. Vehicles that are not street legal, including off-road utility vehicles, should not be operated on public (not Miami-owned) roads, except when crossing public roads at crosswalks.
