Purpose and Scope
To formalize a Departmental policy regarding the equalization of overtime opportunity consistent with University Regulations. All classified (hourly) bargaining unit employees of the Physical Facilities Department are hereby covered by this policy.
Policy
Every effort is made to keep work within the forty (40) hour work week. However, overtime is sometimes necessary. When this occurs, the opportunity to work overtime shall be equalized, within reason, among employees in the same classification series who would normally perform such work within the work unit. Whenever the work unit cannot supply the resources to meet the overtime needs, an effort will be made to equalize overtime by using employees in the same classification series employed within the Division, then the Department.
As stated in the Union Agreement, Article 25: Overtime opportunity for full time employees shall be equalized as much as possible within each work unit. By this is meant that the University will use its best effort to see that employees who normally perform the same type of work shall receive equal overtime opportunities. Where the University is aware for at least one week of the need for overtime work as a consequence of planned absences by employees, e.g., vacations, the overtime opportunity shall be distributed across the work unit (by the respective classification), not solely across those working a particular shift.
Definitions
For purposes of definition, the term "work unit" shall be defined as:
- Building Services - assigned building/district
- Building Maintenance - trade
- Engineering - steam Plant
- Trucking Services - work shift
- Grounds - district/crew
- Hamilton & Middletown Campuses - all bldg. service, all bldg. maintenance, all campus services
Procedure
Each work unit is responsible for maintaining an overtime opportunity list, which complies with the above policy, for all employees within the work unit. This list must include the following information as a minimum: Employee name, Departmental seniority date, University employment status (FT, PT, Temp), date overtime opportunity was offered. While some variation in the total opportunities offered to each employee will occur, over the course of each quarter (three month period) or as appropriate for the work unit, the total opportunities offered to each employee shall be equalized as much as possible within the work unit. Note: It is the total opportunities offered, not worked, that will be equalized within the work unit.
