SOP #416: Bloodborne Pathogens

Purpose and Scope

To formalize a department policy for prevention of blood transmitted diseases, to protect employees who may come in contact with blood or other potentially infectious material and to be in compliance with requirements detailed in the OSHA Occupational Exposure to Bloodborne Pathogens Standard, 29 CRF 1910.1030 and the University's Bloodborne Pathogen Exposure Control Plan.

The comprehensive, effective, bloodborne pathogens exposure control plan developed for the PFD shall be reviewed annually and updated as conditions or assignments change.  All PFD employees shall attend mandatory training session(s) as detailed in the OSHA Standard.  Compliance to all work practice controls relating to procedures, personal protective clothing and equipment shall be followed.  In the event of accidental exposure, detailed precautions and procedures identified to prevent infection shall also be strictly followed by all PFD employees.  Any employee, who in the course of performing his/her duties encounters a spill, should report it to the Building Services Manager on duty.  In the event no manager is on duty, such as on weekends or after shift hours, the Miami University Police Department should be contacted.

Procedure

  1. Training for all employees shall be conducted prior to initial assignments to tasks involving the potential for occupational exposure.  Only properly trained employees shall attempt clean up.
  2. All employees are to receive annual refresher training within one year of previous training.
  3. All detailed records required by the OSHA standard will be maintained by the Office of Environmental Health and Safety.
  4. All employees who have been identified as having reasonably anticipated occupational exposure to blood or other potentially infectious materials shall be offered the Hepatitis B vaccine at no cost to the employee.
  5. All employees who incur an exposure incident shall be offered post-exposure evaluation and follow up.  EHSO should be contacted in the event of an exposure incident.
  6. All personal protective clothing and equipment shall be inspected and maintained on a regular schedule.  Equipment should be inspected prior to any use.
  7. In the event a body fluid or Other Potentially Infectious Material (OPIM) spill does occur, the following clean up procedure must be followed:

Small Body Fluid Spills - less than one cup in volume.

  • Close down the contaminated room or area by posting barricade tape and "Wet Floor" signs.  If necessary, contain the spill with absorbent.
  • Put on appropriate protective equipment (as detailed in exposure control plan), such as gloves, goggles, lab coat or apron.  Minimum of latex or similar material gloves, safety glasses, and disposable mask.
  • Sprinkle appropriate absorbent and wait until dry enough to sweep onto a dustpan.
  • Sweep the absorbent onto a dustpan and place in a watertight plastic trashcan liner, then into a biohazard bag.
  • Broken glass should be swept onto a dustpan and placed in a Sharps or other puncture-proof container labeled for biohazards.  DO NOT attempt to pick these items up with your fingers.  Extreme care should be taken not to splash any body fluid.
  • Syringes, razor blades, scalpels and other sharp object should be picked up in a similar manner and placed in a Sharps container.
  • At no time is any sharp object, as indicated above, to go into a trash liner or to the trash.
  • If the absorbent is known to contain broken glass it must also go into the broken glass container labels for biohazards.
  • Clean the area twice with 10% bleach solution for 15 minutes dwell time, or full strength bleach for 30 seconds, or an EPA registered disinfectant labeled a Tuberculocidal.  Clean all equipment used, including mop and bucket, brooms and dustpans with a fresh solution of bleach or disinfectant.  Allow areas and equipment to air dry on their own.
  • After removal of personal protective gloves, employee will immediately wash hands and any other potentially contaminated skin areas thoroughly with soap and water.
  • In the case of injury, contact your supervisor immediately.
  • In all incidents of body fluid spills, the supervisor will contact the Environmental Health and Safety Office.  This contact and notification of the spill must be done prior to the end of the next business day.

Large Body Fluid Spills - More than one cup in volume

  • Close down the contaminated room or area by posting barricade tape and "Wet Floor" signs.  If necessary, contain the spill with absorbent.
  • Contact your supervisor immediately.  Appropriate clothing and clean up materials will be made available when you notify the supervisor.  Disposable gloves are to be put over your regular gloves.  BBP clean up kits are to be kept in each state building.
  • Clean up the spill using a mop and mop bucket with the EPA registered quaternary in the mop water.  After cleaning up the spill, the area should be mopped a second time with clean fresh water and EPA registered quaternary.
  • On walls and other surfaces, a sponge, paper towels or cloths may be used.  These items must be disposed of in the designated biohazard container.
  • Thoroughly clean all equipment, mop, mop handle, mop bucket, dustpan, broom, gloves, goggles, and any other affected items (e.g. wet vac) with EPA registered quaternary germicidal solution.  Disposable gloves should be removed and put into the biohazard bag with the floor absorbent, if used.  If blood or other potentially infectious materials gets on your clothing, these items will be cleaned for you.
  • Allow the surface to air dry before opening the room or area to the public.
  • After removal of personal protective gloves, employees will immediately wash hands and any other potentially contaminated skin areas thoroughly with soap and water.
  • Biohazard bags and other contaminated material must be dropped off at a designated pick up site.  They are:  117B Student Health Center, the Maintenance room at Goggin or 144 Yager Stadium.
